White accepts Black's dubious gambit. Black players usually continue with c6 or a6 to contest the opponent pawn or Bb7 to fianchetto the bishop. White's rook now has the semi-open file to exploit later on in the game, and Black will find it hard to prove compensation for the lost b5 pawn.
